Shannon Halloran, 35, of Pittsfield, New Hampshire, pleaded guilty on May 19 to one count of conspiracy to distribute and possess with intent to distribute a controlled substance, according to United States Attorney Erin Creegan.
The case highlights ongoing efforts by law enforcement agencies to address drug trafficking in the region. Halloran admitted her role as a re-distributor for a drug-trafficking organization that operated in New Hampshire and Massachusetts and was responsible for distributing multiple kilograms of methamphetamine during late 2023.
Court documents state that the investigation into the organization began in late 2023. The charging statute carries a mandatory minimum sentence of ten years and up to life in federal prison, at least five years of supervised release, and a maximum fine of $10 million. U.S. District Court Judge Joseph N. Laplante has scheduled sentencing for August 31, 2026.
The Federal Bureau of Investigation Major Offender Task Force led the investigation with support from the Drug Enforcement Administration, Strafford County Sheriff’s Office, and Boston Police Department. Assistant U.S. Attorney Yasir Sadat is prosecuting the case.
This prosecution is part of the Homeland Security Task Force initiative established by Executive Order 14159: Protecting the American People Against Invasion. The task force brings together multiple agencies including FBI, HSI, IRS, DEA, ATF, USMS, and DSS under leadership from the United States Attorney’s Office for the District of New Hampshire.
