State of New Hampshire Files Civil Action Against Cory Spencer of PHX Remodeling LLC for Thirteen Violations of the Consumer Protection Act

Concord, NH – Attorney General John M. Formella announces the filing of a civil complaint in Rockingham County Superior Court against Cory Spencer, age 47, of Lee, NH, for thirteen violations of the Consumer Protection Act. 

The civil complaint alleges that Spencer, lead contractor for PHX Remodeling LLC, violated the Consumer Protection Act on thirteen different occasions when he, on PHX Remodeling’s behalf, entered into contracts for home improvement work, took consumer deposits under the contracts, performed little or no work, and did not refund the consumers in whole or in part. Spencer is alleged to have collectively deprived consumers of $100,328. Spencer’s unlawful conduct spanned throughout New Hampshire and the broader region, and harmed consumers located in Merrimack, Rockingham, and Strafford Counties.

In addition to seeking restitution for all affected consumers and $130,000 in civil penalties, the State is seeking preliminary and permanent relief enjoining Spencer from owning or operating any construction business in the State of New Hampshire.

This case was investigated by Investigator Calice Couchman-Ducey of the Department of Justice’s Consumer Protection and Antitrust Bureau. Attorney Zach Frish, also of the Consumer Protection and Antitrust Bureau, is litigating this case.
