Born in Manchester, New Hampshire, Pappas has been active in politics for many years, having previously served in the New Hampshire House of Representatives.

On March 19, 2025, Rep. Chris Pappas expressed concerns over field office closures. He stated that "Closing field offices while demanding in-person visits won’t stop fraud - it will only make it harder for seniors and people with disabilities, especially those in rural areas, to access their earned benefits and make ends meet."

Later that day, on March 19, 2025, he announced an upcoming town hall meeting. In his post, he said "NEW: I am holding a town hall on Saturday, March 22, at 11:00 a.m. at the Exeter Town Hall to share an update on my work in Congress, hear your concerns, and take any questions you may have." On March 20, 2025, Rep. Pappas urged legislative action concerning law enforcement tools against trafficking. He posted "Scheduling helps ensure law enforcement retains the tools to crack down on traffickers & save lives. As the March 31 deadline approaches, I urge the Speaker to bring this version of the bill up for a vote so we can support law enforcement in this effort."
